The agency was founded in 2025 by Cyril Mourin.
Cyril Mourin served as Advisor to the President of the French Republic from 2017 to 2025, responsible for sport, the Olympic and Paralympic Games Paris 2024, community engagement, and youth affairs.
He contributed to shaping the vision for the Paris Games and their legacy, and to coordinating government-wide mobilisation for their delivery. He initiated and led numerous initiatives to promote the role of sport in France and internationally, and to strengthen its impact on society.
He also served as Chief of Staff to the Minister for Sports, with whom he worked from 2014 to 2017.
Previously, he held roles across multiple levels of local government, including the City and Metropolis of Rennes, the Ille-et-Vilaine Departmental Council, and the Île-de-France Regional Council.
He also served as Deputy Mayor of Paris’s 14th district, responsible for commerce, crafts, and social innovation, from 2014 to 2020.
He holds a Master’s degree (M2) in Political Work and Parliamentary Affairs, as well as a Master’s degree in Political and Social Sciences with a specialisation in public law.
